About UseToolify Images to PDF Converter
The UseToolify Images to PDF Converter is a free, browser-based tool that lets you combine multiple images into a single, professionally formatted PDF document in seconds. Whether you need to create a photo album, submit a collection of scanned documents, or build a visual presentation, this tool handles it all without requiring any software installation.
Managing individual image files can be cumbersome — especially when you need to share a dozen photos as one cohesive document. PDF is the universal format for sharing multi-page documents, and our converter makes the transition from images to PDF completely seamless. You can upload up to 40 images at once, covering JPG, PNG, and WebP formats.
One of the standout features is the drag-to-reorder interface. After uploading, each image appears as a numbered thumbnail. Simply drag them into your desired sequence before converting. Need to fix a sideways photo? Hit the rotate button to spin it 90° clockwise. Want to exclude an image? Click the × to remove it — all without re-uploading.
The PDF settings panel gives you full control over the output. Choose between A4 (the global standard) or US Letter (North American standard) paper sizes. Set portrait or landscape orientation depending on whether your images are taller or wider. Adjust margins from none to large to achieve the look you want — from edge-to-edge prints to framed document layouts.
Everything happens entirely in your browser using the open-source pdf-lib JavaScript library. Your images are never sent to any server, making this tool completely private and instant regardless of your internet speed.
Need to work with existing PDFs? Try our Image Splitter for grid layouts, or use Rotate Image to fix orientation before converting. UseToolify brings all your document tools together in one free, private platform.

Frequently Asked Questions
How many images can I convert to PDF at once?
You can convert up to 40 images in a single PDF. If you have more images, convert them in batches and then use a PDF merger to combine the results.
Are my images uploaded to a server?
No. All processing is done entirely in your browser using pdf-lib. Your images never leave your device and are never uploaded to any server, ensuring complete privacy.
What image formats are supported?
The converter supports JPG/JPEG, PNG, and WebP formats. For WebP images, the tool automatically converts them to PNG before embedding in the PDF to ensure maximum compatibility.
Can I choose the PDF page size?
Yes. You can choose between A4 (210×297mm, the international standard) and US Letter (8.5×11in, common in North America). Both sizes are available in portrait and landscape orientation.
Will the image quality be preserved in the PDF?
Yes. JPEG images are embedded directly (losslessly wrapped) and PNG images retain their full quality. pdf-lib embeds the original image bytes without re-compression, so there is no additional quality loss.
Can I rename the PDF before downloading?
Yes. Before downloading, you can enter a custom name in the filename input field. The tool appends .pdf automatically if you don't include it.

Guide
How to combine photos and scans into a single PDF
Phone cameras make it easy to photograph a document, but offices and portals usually want one PDF, not twelve loose pictures. This tool places each image on its own page, in the order you set, on A4 or US Letter paper, and gives you a single file to download.
It is aimed at everyday jobs such as turning photographed pages of a form into one upload, or collecting receipts for a claim. You choose paper size, orientation and margin, rotate any picture that came in sideways, and name the file. Up to 40 images are accepted at a time.
Step by step
- Drop JPG, PNG or WebP images on the upload area, or click to choose them. The counter shows how many are selected out of a maximum of 40.
- Drag the thumbnails into the order you want. The number badge on each is its page number in the PDF.
- Use the rotate button on a thumbnail to turn it 90 degrees at a time, or the cross to remove it. Add More brings in further pictures.
- In PDF Settings, choose a page size (A4 or US Letter), an orientation (portrait or landscape) and a margin (none, small, medium or large).
- Type a file name; .pdf is added automatically, and the default is images.
- Press the Convert button, which names the number of images, and the PDF downloads.
When this is useful
- Assembling photographed pages of an application form into one file for upload.
- Packaging bills and receipts for an expense reimbursement.
- Combining screenshots into a single document to share a process or a bug report.
- Turning scanned certificates into one portfolio file.
Worked example: One 4000 x 3000 photo on an A4 page
A4 is 595.28 by 841.89 points, and the small margin is 20 points. In portrait, the printable area is 555.28 by 801.89 points. A 4000 by 3000 pixel photo is scaled by 0.1388 to fit the width, so it is drawn 555.3 by 416.5 points, centred with about 213 points of white above and below. Switching to landscape makes the printable area 801.89 by 555.28 points; the same photo is then scaled by 0.1851 and drawn 740.4 by 555.3 points, filling the page height.
Tips for better results
- Photograph documents upright and in good light before you start. The tool does not straighten or crop, so what you feed it is what you get.
- Choose landscape for wide pictures such as a screenshot or a certificate; portrait wastes half the page on those.
- If the finished PDF is too large to upload, run it through Compress PDF or Resize PDF in KB.
- Use None for full-page scans that should reach the edge, and Medium if you will print.
Common mistakes
- Adding more than 40 images. Only enough to reach 40 are added, and a message says how many were accepted. Convert in batches and combine the batches with Merge PDF.
- Rotating many JPEGs without realising the effect on size. A rotated image is redrawn and saved as PNG, which is often much larger than the original JPEG. Rotate only when needed.
- Not checking orientation in the downloaded file. Some phone photos carry a hidden orientation flag that is applied differently by different software, so open the PDF and confirm each page is upright.
- Expecting a small picture to stay small. Each image is scaled to fit inside the margins, and smaller images are enlarged to do so, so a low-resolution picture can look soft on the page.
Your files and privacy
The PDF is built inside your browser with pdf-lib, and your images are not uploaded anywhere. Previews are generated locally. The tool only reports that the page was opened, together with an anonymous browser ID.
Frequently asked questions
Which image formats can I add?
JPG, PNG and WebP. JPEG and PNG files are embedded as they are. WebP pictures, and any picture you have rotated, are redrawn in the browser and stored as PNG, which can be larger.
Can I have two images on one page?
No. Each image gets its own page. If you need a layout with several pictures on one sheet, assemble them into a single image first and add that.
How big are the margins?
None is 0 points, small is 20, medium is 40 and large is 60. Since 72 points make an inch, that is about 7, 14 and 21 millimetres. The image is scaled to fit inside the margins and centred.
Can I mix portrait and landscape pages?
Not in one run, because orientation applies to every page. Make separate PDFs for each orientation and join them with Merge PDF.
Why is my PDF so large?
Image bytes are embedded without being shrunk, so a PDF made of twelve 4 MB photos will be around 48 MB. Reduce the file afterwards with Compress PDF, or resize the photos before adding them.
